When a white supremacist group in league with Al Qaeda bombs three major cities in the United States, CIA Agent Robert Scorpio heads an investigation into the diabolical scheme. Traveling from Miami and Moscow to Tel Aviv, Scorpio makes the startling discovery that the explosives used in the deadly bombings came from an ammunition depot in Texas. Even worse, a nuclear weapon is missing. With the assistance of FBI Special Agent Gina D'Angelo, Scorpio soon uncovers information that the terrorists received the C4 explosives and the stolen nuclear weapon from the CIA. But more importantly, Scorpio learns that the president of the United States approved the deal, made with a corrupt Israeli agent and an arms dealer in exchange for their assistance in finding and destroying America's public enemy number one-Osama Bin Laden.
