Mankind ignores ecosystem repercussions. World trade and monetary systems have collapsed. International governments have fallen into total disorder. Human existence is coming close to annihilation.

The Earth is surrounded by a brown cloud that reflects most of the sun's rays. Temperatures have fallen well below zero degrees centigrade. Scientist and engineers move swiftly to create 24 sectors around the globe that will sustain life for a limited time.

Steve Ramson conceives and builds a practical laser propulsion system and designs two flying saucer craft, driven by the laser propulsion system. The first prototype saucer, code named NO-WINGS brings a new dimension to mankind's experience in flight. Steve's initial desire for the craft is to explore space, but this is put on hold while troubles here on Earth overwhelm all of existence. The Department of Defense has 15 NO-WINGS craft built for their use in sustaining order.

The second flying saucer, code named The Second Step, is two hundred and eighty-four meters in diameter at its girth. The craft houses crew quarters for twelve-hundred personnel, along with state-of-the-art science labs and computer systems.

Steve commands The Second Step, circling Earth in an attempt at saving mankind from total extinction.
