We opened the local paper to read in the headlines that the Federal Aviation
Administration (FAA) had announced a decision to limit the
number of planes using the Ft. Lauderdale Airport because of the high airport
congestion and resulting delays in landings and takeoffs. This decision
also involved using two secondary runways that, up to that time, had been
mostly quiet. The mayor of the county was quoted as saying that the move
came as a complete surprise and that the noise implications for several neighborhoods
