Hector Luis Manchini, nací en Capital Federal, Argentina (hoy Ciudad Autonoma de Buenos Aires) el 19 de enero de 1947, soy padre de tres hijos, abogado, y he vivido y desempenado mi profesión hasta el ano 1980 en la ciudad de Lomas de Zamora (Prov de Buenos Aires). En la actualidad resido en la Patagonia Argentina.
He escrito en todas las revistas juridicas de Argentina como por ejemplo El Derecho, La Ley, Jurisprudencia Argentina, etc. Tambien soy autor de ensayos y articulos diversos publicados en distintos medios y respecto de temas de interes general. En la categoria Ensayo mi trabajo "Población de la Provincia del Neuquen" recibió Mención Especial y en el rubro poesias he publicado el libro Encuentros y Desencuentros (Editorial Tierra, ano 2004).
