Against a backdrop of Gothic columns and massive granite walls, an elephant-size ivory statue of a brontosaurus stood erect in front of the Smithsonian Institution's National Museum of Natural History. Hustling down Constitution Avenue, forty-year-old Doug Owsley glanced
