In 1947 Oswald Mosley published "The Alternative" in which he reviewed not only the past but his proposals for the creation of "Europe a Nation", and a three-tier order of governments in Europe. Mosley's concept of Europe a Nation went much further than the present "European Community" and was a direct contrast with it, replacing the national jealousies and economic rivalry of today's "common market" with an essential harmony. "Europe a Nation" included a single defence, economic, and democratic system while recognising the regional and cultural differences of the people of Europe. It was perhaps his greatest concept: a new order of governments giving a new meaning to democracy.
